- Establishment or expansion of regional or global operations for financial institutions in Lusail.
- Introduction and expansion of innovative financial services and fintech platforms.

Eligibility criteria
- Operate in the financial services sector (e.g. asset management, fintech)
- Be licensed under the Qatar Financial Centre (QFC)
- Establish a physical office in Lusail
- Create at least 5 new high-skilled jobs (FTEs) in Qatar
- Commit a minimum new investment of QAR 25 million (capex + opex over 5 years)
- Be backed by a company with at least 5 years of operational experience in financial services
- Have a healthy credit history (no defaults or restructurings in the past 12 months)
- Use digital or automated solutions where relevant (e.g. fintech platforms, core banking systems)
- Align with Qatar’s National Development Strategy (NDS3)
To qualify, the project must:
Level of support
Financial support of up to 40% of eligible local investment expenses over 5 years.
Eligible expenditures
Capital expenditures such as office development and IT systems.
Operational expenditures including legal setup, licensing and office leasing.
