Mr. Joe Hutchinson

Joe brings over 17 years of deep and impactful economic generation experience from a variety of leadership and management roles throughout his career.
Prior to joining IPA Qatar, Joe was Vice President, Technology Group Manager, in IDA Ireland, Ireland’s foreign direct investment (FDI) agency. His most recent role included responsibility for the attraction of new technology FDI from the East Coasts of the U.S. and Canada. It also included responsibility for a portfolio of over 50 existing clients. Joe’s career at IDA Ireland also saw him take up roles across of a range of Divisions in Ireland and overseas.
Joe’s previous experience also includes three years as Deputy Director of the Trade Promotion Section in the Department of Foreign Affairs and Trade (DFAT). He also played a leading role in a range of high-profile deliverables and economic set-pieces, including the Export Trade Council, Ministerial trade missions, and Ireland’s Joint Economic Commissions (e.g. China, South Korea, and Russia). He has also worked for Barclaycard International.
Throughout his career, Joe has served on a wide range of external Committees/Boards/Groups, including Start-up Gathering 2015, High Level Group on International Education, Start-up Entrepreneur Program and Immigrant Investor Program Evaluation Committee, and the Research Prioritisation Action Group. During 2020, he was appointed as IDA Ireland’s representative to the Board of CeADAR, Ireland’s Centre for Applied A.I.
Joe holds a Bachelor’s degree in International Business and Languages from Dublin City University and speaks English, Spanish, and German.
