H.E. Sheikh Faisal bin Thani bin Faisal Al Thani

Chairman of the Advisory Council

His Excellency Sheikh Faisal bin Thani bin Faisal Al Thani was appointed Minister of Commerce and Industry in November 2024. He brings extensive leadership and management experience, having held numerous senior positions in both local and international institutions.

Currently, His Excellency holds several prominent roles in Qatar, including being a member of The Supreme Council for Economic Affairs and Investment, the National Planning Council, and a member of the Supreme Committee for the Preparation of the Third National Development Strategy. 

Additionally, His Excellency is the Chairman of the Qatar Financial Centre Authority and Chairman of the Advisory Board for the Investment Promotion Agency. He also serves as the Chairman of Ooredoo Group and Lesha Bank and is a member of the Board of Directors of Qatar Airways Group and Qatar Insurance Company. 

Throughout his career, His Excellency served as the Chief Investment Officer for Asia and Africa at the Qatar Investment Authority, as well as several other leadership roles, including Chief Investment Officer at the Qatar Foundation Endowment from 2014 – 2017. He also played a key role in managing investments at the Qatar Central Bank from 2010 - 2014.

He has also served as Chairman of the Qatar Banking Studies and Business Administration Secondary School and as Vice Chairman of Vodafone Qatar between 2013 - 2016. In addition, he has been a board member for several prominent organisations, including Ahlibank, Qatari Diar Real Estate Investment Company, Nakilat, Bharti Airtel, and Siemens Qatar.

His Excellency Sheikh Faisal bin Thani bin Faisal Al Thani holds a bachelor’s degree in business administration from Marymount University in the United States of America and an Executive Master’s in Business Administration from HEC Paris.

H.E. Dr. Abdulaziz Bin Nasser Bin Mubarak Al Khalifa

Member of the Advisory Council

His Excellency (H.E.) has served as Secretary-General of the National Planning Council since May 2024 and President of the Civil Service and Government Development Bureau since October 2021. He is also a member of the Supreme Council for Economic Affairs and Investment, Chairman of the Board of Qatar Finance and Business Academy (QFBA), Vice Chairman of the General Retirement and Social Insurance Authority, and a member of the Board of Trustees of Qatar University.

In his current roles, H.E. oversees the formulation and implementation of national visions and development strategies, future planning and forecasting, national statistics, and regional and international development cooperation. He also leads government workforce management, modernizes organizational structures, enhances government service quality, oversees government housing for employees, and manages the allocation of buildings to government entities.

H.E. brings over 20 years of experience across key sectors in the State of Qatar, having led major projects and initiatives that supported private sector growth and entrepreneurship. His expertise spans the energy sector, SME development, entrepreneurship, financial services, and the broader services sector.

Previously, H.E. served as CEO of Qatar Development Bank for up to eight years, CEO of Qatar Small and Medium Enterprises Development Company, and held roles at Shell and Kahramaa. He also chaired the boards of Elan Media Group, Bedaya Center for Entrepreneurship and Career Development, Qatar Business Incubation Center (QBIC), and Qatar Fintech Hub.

Born in 1978, H.E. holds a bachelor’s degree in electrical engineering from the University of California, an MBA from Qatar University, and a PhD in Business Administration from the University of Warwick, UK. 

H.E. Mr. Saad bin Ali Al-Kharji

Member of the Advisory Council

His Excellency, Mr. Saad Bin Ali Al Kharji, has been appointed as the Chairman of Qatar Tourism, by Amiri Decision No. (85 of 2023), effective from October 22, 2023.

Mr. Saad has also been appointed as the Chair of the Board of Directors of Visit Qatar.

Mr. Saad bin Ali Al Kharji has extensive experience gained through important administrative positions in the country.

Prior to his current role, HE Mr. Saad was appointed as the Deputy Chairman of Qatar Tourism on July 4, 2023, by Amiri Decision No. (50 of 2023).

HE Mr. Saad also served as Director of the Prime Minister’s Office and Director of the Office of the Minister of Foreign Affairs in March 2023.

In addition, HE held the position of Director of the Deputy Prime Minister’s Office and Director of the Office of the Minister of Foreign Affairs in 2016, and served as the Director of the Office of the Assistant Secretary of State for International Cooperation Affairs from 2014.

In 2008, HE Mr. Saad served as the Secretary to the Director of the Office of the Prime Minister and Minister of Foreign Affairs. In 2004, he was appointed as the Director of the Office of the President of the National Council of Culture.

HE Mr. Saad graduated from Qatar University with a Bachelor of Business Administration.  

Mr. Abdulla Hamad Al-Misnad

Member of the Advisory Council

Abdulla Hamad Al-Misnad is currently occupying the position, Head of the Executive Office of H.E. The Prime Minister. This is in addition to being a chairman and member of many Boards of Directors as he is currently the chairman of MALOMATIA Board of Directors , chairman of Qai Board of Directors, member of the Board of Directors of Al-Rayyan Bank and Member of the Board of Directors of MENA Digital Hub.
 

He has also served as a Vice Chairman of the Board of Qatar Science & Technology Park (QSTP) and as a member of Directors of Doha Venture Capital (DVC) “the global venture capital arm of Qatar Free Zones” and also as a member of the board of directors of the Qatari DIAR “a real estate company that manages projects including Lusail City, the 38 sq. km. smart city development”.

Mr. Al-Misnad has previously worked as the Deputy CEO of Qatar Free Zones Authority (QFZA), where he led and oversaw QFZA’s business development and before joining QFZA, he served as a Director of the Ministry of Finance’s Public Projects Department, overseeing the State of Qatar’s $200bn infrastructure budget” at that time”. Prior to this, he worked for Shell leading carbon and energy efficiency projects.
 

Mr. Al-Misnad began his career as an engineer at ExxonMobil and a fellow with Qatar Science and Technology Park and subsequently ran several successful startups in the energy and healthcare sectors. He holds a Bachelor of Science degree in Engineering and Economics from Stanford University, and a Master of Science degree in Technology and Policy from the Massachusetts Institute of Technology (MIT).

H.E. Saud Bin Abdullah Al Attiyah

Member of the Advisory Council

Saud Bin Abdullah Al Attiyah is the Deputy Undersecretary for Economic Affairs at the Ministry of Finance. He previously held the position of Director of Economic Policies and Research Department at the Ministry of Finance and was also in charge of managing the Public and Private Partnership Department from 2014.

Mr. Al Attiyah is a Board Member of Qatar Postal Services Company (Q-Post), Chairman of the Economic Diversification and Private Sector Development Strategy within the National Development Strategy 2018 – 2022, Vice Chairman of the Executive Technical Committee for improving the business environment at H.E. the Prime Minister’s office, Vice Chairman of Aspire Sport Accelerator, and has served as Chairman of Lusail Circuit Sports Club since 2015.

Previously, Mr. Al Attiyah served as Director of Legacy Department at the Supreme Committee for Legacy & Delivery from 2011 to 2014, and also as a member of various advisory and executive committees at the Ministry of Commerce and Industry, Aspire Zone, the Ministry of Public Health, and the Ministry of Education.

Mr. Al Attiyah holds an Executive Master of Business Administration from HEC Paris (Winner of best Capstone project) and a Bachelor of Business Administration from Qatar University. He is currently a Doctorate of Business Administration candidate at the Swiss Business School in Zurich, Switzerland.

Mr. Ali bin Rashid Al-Mohannadi

Member of the Advisory Council

Mr. Al-Mohannadi joined QNB in 1996 and currently serves as the Executive General Manager, Group Chief Operating Officer. He was previously General Manager , Retail Banking and General Manager, Information Technology. Mr. Al-Mohannadi is currently the Chairman of the Board of Directors of QNB Al Ahli (Egypt) and Vice-Chairman CBI (Dubai). In addition, he is a Board member at QNB Capital. He also serves on several other committees within QNB Group. Mr. Al-Mohannadi has more than 29 years of experience in the financial sector, and has a Bachelor’s Degree in Computer Science from Qatar University.

Mr. Nika Gilauri

Member of the Advisory Council

Mr. Nika Gilauri has over 25 years of experience in providing high-level advisory services in the areas of public policy and regulatory reforms to almost 30 different governments, predominantly in Central Asia, the Middle East, Africa and Eastern Europe. 

Mr. Nika Gilauri served in the Government of Georgia between 2004 – 2012. He was Prime Minister from 2009-2012, Minister of Finance from 2007-2009 and Minister of Energy from 2004-2007.  

Following his tenure as head of government, in 2012 he was appointed Chief Executive Officer of Partnership Fund, the largest public-private partnership fund in Georgia, directing strategic investments and large-scale partnership initiatives at the national level. 

In 2012, Mr. Gilauri founded Reformatics Group, where he continues to serve as Founder and Managing Partner. Through Reformatics, he advises governments and institutions across Central Asia, Africa, Middle East and Eastern Europe in areas covering, but not limited to, public policy and governance, business environment and regulatory reforms, monetary and financial policy, creation of a positive investment climate and increase of competitiveness, anti-corruption and transparency, transport, communications, education and public health, energy sector, structural and sector policy reforms. 

From 2013 to 2022, Mr. Gilauri served as a Senior Advisor to McKinsey & Company, contributing to the firm's international advisory work and drawing on his extensive background in government policy, public finance, and economic development. 

Mr. Gilauri has a Degree in Economics and Finance from the University of Limerick, Ireland, and Master’s Degree in International Business Management from Temple University, USA.  

Mr. Max Mirgoli

Member of the Advisory Council

Max Mirgoli is the Executive Vice President and Chief Global Development, Partnerships and Venturing Officer of IMEC and a member of the Executive Board. 

Mr. Mirgoli has over 36 years of experience in the high-tech and semiconductor industry and has held numerous leadership and executive positions in some of the most innovative companies in the world.  

In addition to his role at IMEC, he serves as an investor and advisor and board member in many successful start-ups and public companies around the globe.  

Prior to joining IMEC, Mr. Mirgoli served as COO and Managing Director of ICOS Vision Systems a highly successful start up from Belgium that was taken public and acquired by KLA TENCOR in 2009, where he held several executive leadership roles after the acquisition.   

Before ICOS Vision Systems, Mr. Mirgoli was the corporate Senior Vice president and Global GM of the Automation Group of Panasonic where he managed a P&L of over 1.6 billion dollars globally for Panasonic, reporting directly to the president and CEO of Panasonic Americas.   

Mr. Mirgoli holds an MBA from the College of Notre Dame and an Electrical Engineering degree in Robotics from the University of California San Francisco, and a Linguistics degree from the University of Madrid.  

Sheikh Ali Alwaleed Al-Thani

Chief Executive Officer

Sheikh Ali bin Alwaleed Al-Thani is the Chief Executive Officer of Investment Promotion Agency Qatar (Invest Qatar). He is a board member of Doha Venture Capital, Katara Hospitality, Media City Qatar, Qatari Diar, Qatar Financial Centre, Qatar Free Zones Authority and Qatar Science and Technology Park. He was also the Deputy Commissioner-General and Chairman of the organising committee for the State of Qatar's participation in EXPO 2025 Osaka. 

Previously, Sheikh Ali was appointed as Coordinator for Economic Affairs at the Prime Minister’s office overseeing a broad range of activities related to Qatar’s economic and investment agenda.  

He has also served as Director of the State of Qatar’s Office to the World Trade Organization (WTO) in Geneva, Switzerland, where he oversaw negotiations and standing committees in the WTO related to market access, agriculture, trade and investment, subsidies and other key areas. Moreover, he was elected by consensus as Chairman of the World Trade Organization’s (WTO’s) Trade-Related Investment Measures (TRIMS) Committee in 2017, which is responsible for one of the principal legal agreements of the WTO. In his role as Chairman, he oversaw the regular functioning of the committee and was involved in the ongoing investment facilitation working group discussions. 

Sheikh Ali also served as the Commercial Attaché to Qatar’s permanent mission to the United Nations, covering negotiations and standing committees in the UNCTAD and World Intellectual Property Organization (WIPO). 

He holds a Bachelor of Science in Foreign Service from Georgetown University, as well as an Executive Master’s in International Negotiation & Policymaking from the Graduate Institute of International and Development Studies in Geneva. 

Reem Saad Al Kuwari

Acting Chief Marketing and Communications Officer

Reem Saad Al Kuwari is Acting Chief Marketing and Communications Officer at Invest Qatar. She leads the Marketing and Communications function, which is responsible for positioning Qatar as a leading global investment destination. The function drives Invest Qatar's marketing, communications and events agenda, ensuring consistent messaging, strong international visibility and effective engagement with investors and stakeholders across all channels. 

Reem leads Invest Qatar's flagship presence at the World Economic Forum in Davos, overseeing the design, partnerships, and programming of the national pavilion as a platform to showcase Qatar's investment proposition to a global audience of business and government leaders. 

Before her current appointment, Reem held senior roles at Invest Qatar, including Marketing Manager and Head of Marketing. Before joining Invest Qatar, Reem worked at Nakilat, gaining extensive experience in corporate communications and brand development. 

Reem holds a Bachelor's Degree in Communication and Media Studies from Northwestern University in Qatar. Reem has also completed the Rising Leaders Programme at Qatar Leadership Centre and "Innovation: A Design Thinking Approach" with Imperial Executive Education. 

 Fahad Ali Al Kuwari

Chief Investment Development Officer

Fahad Ali Al-Kuwari is Chief Investment Development Officer at Invest Qatar, leading the Investment Development Department, which drives proactive investment attraction, lead generation and deal facilitation across priority markets and sectors. He oversees investor acquisition, negotiation and market entry support, as well as domestic direct investment. His team also leads structured aftercare and relationship management to support investor retention, reinvestment and expansion within Qatar.

Before joining Invest Qatar, Fahad managed the Markets team at Qatar Free Zones Authority, responsible for market entry strategies for high-priority markets and stakeholder engagement within Qatar and internationally. He previously worked with Qatar Energy as Head of Energy Policy, and a senior economist in strategy planning and international relations at the Ministry of Energy and Industry of Qatar. His experience includes representing the State’s energy sector on high-level missions and in multilateral forums such as OPEC where he was the youngest elected co-chair of the Economic Commissions Board (128th Session, November 2017), and negotiating on behalf of the government on climate change issues.

Fahad is a board member of Hassad Food and the US-Qatar Business Council. He holds a master’s degree from ESCP Business School and is fluent in Arabic, English and German.

 Dr. Hamad Rashid Al Naimi

Chief Strategy Officer

Dr. Hamad Al-Naimi is a senior strategy executive with deep experience in national investment promotion, government transformation and institutional strategy. He is currently the Chief Strategy Officer at Invest Qatar, where he leads corporate strategy, execution oversight, and cross-government strategic initiatives.

He has played a foundational role in building Invest Qatar from inception, shaping its corporate strategy, operating model, performance management systems and digital platforms. His work includes leading flagship initiatives such as Startup Qatar, contributing to the organisation of Web Summit Qatar, and driving integrated performance, CRM and investor-facing digital solutions at a national level.

Previously, he held senior roles across Invest Qatar, the Civil Service and Government Development Bureau and Qatar Development Bank, spanning strategy, investor relations, government development, business intelligence and PMO functions. His experience combines policy-level strategy with hands-on execution across complex stakeholder environments.

Dr. Al-Naimi holds a Doctor of Business Administration (DBA), an MBA and a BBA. He is recognised for strategic clarity, execution discipline and the ability to translate national priorities into measurable institutional outcomes.

Jassim Mohammed Al Naama

Chief Government and Corporate Affairs Officer

Jassim Mohammed Al-Naama is Chief Government and Corporate Affairs Officer at Invest Qatar. He leads the Government and Corporate Affairs function, which serves as Invest Qatar’s primary interface with government entities and international partners. His remit covers government relations, institutional coordination, corporate governance, shared services and internal operations. The function also leads talent management, workforce planning and organisational development, ensuring operational resilience, consistency and institutional excellence.

Prior to this appointment, Jassim Mohammed Al-Naama was Director of Marketing and Communications at Invest Qatar, guiding national and international positioning for the organisation.  Before joining Invest Qatar, he was Public Relations Manager at Nakilat, where he led communications for the company and its joint ventures, including brand strategy. He also held roles as Head of Public Relations and Events at Muntajat and as an Events Officer at Msheireb Properties. Across these roles he has built broad expertise spanning public relations, events management, crisis communication, public speaking and digital marketing.

Jassim Mohammed Al-Naama holds a Bachelor's Degree in Marketing from Qatar University.

Dr. Aymen Adam Mohib

Chief Cluster Development and Incentives Officer

Dr. Aymen is Chief Cluster Development and Incentives Office at Invest Qatar. He has extensive experience in investment across a breadth of sectors worldwide.

Aymen previously led the strategy and economic policy efforts at the Qatar Financial Centre and subsequently served as an economic adviser at the Minister of Finance Office in Qatar. Before that, he worked at The Boston Consulting Group in the Middle East region where he mainly advised sovereign wealth funds and financial institutions on investment strategies and the public sector on national development plans.

Aymen has spent half of his career in investment banking. He started his career with Natixis where he executed project finance and public private partnership deals within the energy, transportation, and infrastructure sectors as part of his tenure in both France and North America. He was a Vice President at Deutsche Bank, where he was part of the Project Finance Advisory division in the Middle East and the M&A division in Brazil. Additionally, he has worked with BTG Pactual’s M&A team in Hong Kong.

Aymen achieved his Doctorate of Business Administration from Ecole des Ponts Business School, his MBA in Finance & Strategy from the Wharton School and MPA in International & Global Affairs from the Harvard Kennedy School of Government. He received his dual MS degrees in financial management and entrepreneurship from the Grenoble Graduate School of Business. Aymen speaks fluent English, French, Arabic, Spanish, and Portuguese.

Gokhan Celik

Chief Research and Investor Excellence Officer

Gokhan Celik is Chief Research and Investor Excellence Officer at Invest Qatar, with responsibility for the organisation’s research, policy advocacy, business intelligence, and investor excellence agenda. His remit includes delivering research and market intelligence that supports Invest Qatar’s mandate and provides investors with critical insights into Qatar’s business environment. He also oversees investor grievance mechanisms and initiatives to enhance the overall investor journey.

Gokhan brings over 20 years of experience in economic research, policy development and financial market analysis. Prior to his current role, he served as Senior Manager of Invest Qatar’s Economic Research and Policy Advocacy department. Before joining Invest Qatar in 2021, he held the positions of Senior Economic Advisor at the Ministry of Finance and Head of Economics and Business Intelligence at the Qatar Financial Centre, where he contributed to nationwide initiatives addressing structural economic issues, supported policy assessments related to fiscal and economic reforms, the development of the financial services sector, and engaged in international review and consultation processes. Earlier in his career, he was Director of the Market Analysis Division at the Central Bank of the Republic of Turkey, where he led global and domestic financial market monitoring and supported policy formulation.

He holds an MBA in Finance from the Wharton School, University of Pennsylvania, and a BSc in Economics from Marmara University, Turkey. He is a certified Financial Risk Manager and fluent in English and Turkish.

Dr. Aymen Adam Mohib

Chief Cluster Development and Incentives Officer

Dr. Aymen is Chief Cluster Development and Incentives Office at Invest Qatar. He has extensive experience in investment across a breadth of sectors worldwide.

Aymen previously led the strategy and economic policy efforts at the Qatar Financial Centre and subsequently served as an economic adviser at the Minister of Finance Office in Qatar. Before that, he worked at The Boston Consulting Group in the Middle East region where he mainly advised sovereign wealth funds and financial institutions on investment strategies and the public sector on national development plans.

Aymen has spent half of his career in investment banking. He started his career with Natixis where he executed project finance and public private partnership deals within the energy, transportation, and infrastructure sectors as part of his tenure in both France and North America. He was a Vice President at Deutsche Bank, where he was part of the Project Finance Advisory division in the Middle East and the M&A division in Brazil. Additionally, he has worked with BTG Pactual’s M&A team in Hong Kong.

Aymen achieved his Doctorate of Business Administration from Ecole des Ponts Business School, his MBA in Finance & Strategy from the Wharton School and MPA in International & Global Affairs from the Harvard Kennedy School of Government. He received his dual MS degrees in financial management and entrepreneurship from the Grenoble Graduate School of Business. Aymen speaks fluent English, French, Arabic, Spanish, and Portuguese.

Gokhan Celik

Chief Research and Investor Excellence Officer

Gokhan Celik is Chief Research and Investor Excellence Officer at Invest Qatar, with responsibility for the organisation’s research, policy advocacy, business intelligence, and investor excellence agenda. His remit includes delivering research and market intelligence that supports Invest Qatar’s mandate and provides investors with critical insights into Qatar’s business environment. He also oversees investor grievance mechanisms and initiatives to enhance the overall investor journey.

Gokhan brings over 20 years of experience in economic research, policy development and financial market analysis. Prior to his current role, he served as Senior Manager of Invest Qatar’s Economic Research and Policy Advocacy department. Before joining Invest Qatar in 2021, he held the positions of Senior Economic Advisor at the Ministry of Finance and Head of Economics and Business Intelligence at the Qatar Financial Centre, where he contributed to nationwide initiatives addressing structural economic issues, supported policy assessments related to fiscal and economic reforms, the development of the financial services sector, and engaged in international review and consultation processes. Earlier in his career, he was Director of the Market Analysis Division at the Central Bank of the Republic of Turkey, where he led global and domestic financial market monitoring and supported policy formulation.

He holds an MBA in Finance from the Wharton School, University of Pennsylvania, and a BSc in Economics from Marmara University, Turkey. He is a certified Financial Risk Manager and fluent in English and Turkish.
